The IAP Secretary-General and General Counsel paid a two-day visit to Yerevan, Armenia, at the invitation of Anna Vardapetyan, the Prosecutor General of Armenia, in May 2024.

The Secretary-General and General Counsel met with the Prosecutor General, the Deputy Prosecutor General, the Head of the Department of International Legal Cooperation and two Advisors to the Prosecutor General.  Topics discussed during the meeting included international cooperation, the IAP webinars, confiscation and asset recovery, cybercrime, and the development of professional skills of prosecutors.  The General Counsel also thanked the Prosecutor General for her participation as a member of the Editorial Board of the IAP newsletter.

In addition to the very useful and constructive meetings, the Secretary-General and General Counsel were also given the opportunity to visit some of the key sights in Yerevan, including the Matenadaran Research Institute and Museum and the National Gallery of Armenia.  The IAP would like to thank the Prosecutor General and her team for their kind and welcoming hospitality, and for the contribution made by her office to progressing the objectives of the IAP.

We look forward to continued cooperation between the IAP and the Office of the Prosecutor General in the future.

Announcement of a series of webinars on the Second Additional Protocol to the Convention on Cybercrime (Budapest Convention) and the practical implications for prosecutors

The IAP are delighted to announce the launch of a series of three webinars jointly organised by the Council of Europe and the IAP with support from the Council of Europe Octopus Project and the EU-Council of Europe GLACY-e joint project.  The webinars will take place between May – November 2024.

The webinars will focus on the practical implications of the possible practical implementation of the 2nd Additional Protocol.  The webinars will focus on three main themes:
·    Direct cooperation with providers and entities in other Parties;
·    Judicial international cooperation tools;
·    Cooperation in the absence of applicable international agreements.

The first of the webinars will take place on Thursday 30 May 2024 from 15:00-17:00 hrs CEST.  The webinar will be held in English and will take place via Zoom.

The first webinar will include discussions on the possible implementation mechanisms for Article 6 (request for domain name registration information), Article 7 and Article 8 (disclosure of subscriber information).  It will consider the challenges and explore potential approaches and strategies for implementation.  There will be a Q&A and an open discussion with participants.

Speakers will be confirmed in due course.  Dates for the second and third webinars in September and November will also be confirmed in due course.

Visit by the Prosecutor General's Office of the Republic of Moldova

The IAP Secretariat were delighted to welcome a delegation from Moldova to the IAP offices in the Hague on 09 April 2024.  The delegation, which comprised of twelve prosecutors from the Prosecutor General’s Office and district prosecution offices, along with officers from the American Bar Association Rule of Law Initiative, were visiting The Hague for a week as part of a ‘Model Prosecution Office Study Tour’ as part of the ABA’s Supporting Criminal Justice Reform and Strengthening Anticorruption Efforts Program in Moldova.  

The overall objective of the program is to support the continued development of Moldova’s criminal justice system and actors, and to strengthen targeted anti-corruption efforts.

As well as the IAP, the delegation visited the Office of the Prosecutor General, the National Public Prosecutor’s Office in Rotterdam, Eurojust, the regional EPPO office and the ICC.

During the meeting at the Secretariat, a presentation was given to the delegation about the IAP, including our objectives and professional work programme.  There was an engaging discussion with the delegates about the various workstreams of the IAP, and the benefits of building personal networks to progress international cooperation.  

The IAP Secretariat would like to thank our colleagues from Moldova for taking the time to visit us whilst in The Hague, and we hope to meet many of them again at future IAP conferences.

Call for applications for the 2024 Granting Programme

The Granting Programme supports suitably experienced representatives of prosecution Services and associations of prosecutors from low-and middle-income countries to attend the IAP Annual Conference.

Applications are now open for the IAP Granting Programme 2024 to support attendance at the 29th Annual Conference in Baku, Azerbaijan, from 29 September - 02 October 2024.

Attendance at an Annual Conference enables prosecutors to share their experiences, expertise and best practice, and to network with fellow prosecutors from around the world. The criteria for applications is set out in the IAP Protocol for the Granting Programme. If you are interested in applying for the IAP Granting Programme 2024, please send your CV and a letter in support of your application, outlining your motivation to apply for a grant and explaining the benefits for the IAP and your own prosecution service or association of your attendance at the conference to pcm@iap-association.org.

Please also include proof of the support/approval of the relevant organisational member. All applications must be submitted by 20 April 2024. Please note that we normally receive more applications than we can support financially each year. If you have any questions about the Granting Programme or your eligibility for it, then please contact the Executive Administration Manager at pcm@iapassociation.org.
